No packages in Deployment/Activate

Same problem as already reported here:

The problem seems to be language related. When I choose the english gui langiage, everything works fine.
Any solutions? Is there a issue report about that? I can't find any....

Same problem before upgrade 2.9.1 to 2.9.2 with language Spanish
